President Petro has used this national connection to fuel his fierce condemnation of the operation, repeatedly labeling the deaths as “extrajudicial executions.” This strong, victim-centered criticism from the host country has fundamentally shifted the summit’s focus. What was intended as a meeting to strengthen ties is now a platform to demand accountability for the loss of life in the region.
This grim backdrop is complicating an already diplomatically troubled event. The summit is notable for the absence of key European leaders, including European Commission President Ursula von der Leyen and German Chancellor Friedrich Merz. This has led to concerns about the EU’s engagement, although Colombian officials have blamed scheduling conflicts with a UN climate summit.
In an attempt to project success, Colombia is highlighting the presence of Spanish Prime Minister Pedro Sánchez and Brazilian President Luiz Inácio Lula da Silva. However, Lula’s presence is also tied to regional security. His delegation is emphasizing solidarity with Venezuela against US military threats, aligning with the summit’s overarching theme of regional sovereignty.
While the official plan remains to sign the “Declaration of Santa Marta” on renewable energy and food security, the reality on the ground is different. Experts suggest this summit, which excludes the US, is the perfect, and last, opportunity this year for regional leaders to frankly discuss the human toll of the US deployment. The confirmed Colombian victims have given a face to the tragedy, making it the unavoidable center of discussion.
